Environmentalists are considering options for suing EPA over provisions in its Clean Water Act (CWA) effluent limitations guidelines (ELG) for coal-fired power plants, in part over provisions that substantially broaden the scope of the subcategory of facilities that can opt-out of adopting more stringent treatment standards in favor of a 2034 closure date.
