A California bill that would have significantly scaled back emission credits for dairy methane digesters under the state’s low-carbon fuel standard (LCFS) has died after the chairman of the Assembly Agriculture Committee refused to hear it before a legislative deadline, amid intense opposition from an array of industry groups.
